The young boy is seen kicking over a garden gnome, and somebody is yelling "Stop! That's mine!" to him. This means the garden gnome belongs to the person yelling. But the teenager is holding a copy of the YCJA, which means the teenager will get consequences after the deed is done. He understands his consequences are not as serious as adult ones. Since he is a minority, he is not going to get his name released. Nobody will find out know he did it (unless he tells people) and he can do it again.
The teenager is also seen with blotches of spray paint on his body, the same colours as the graffiti on the walls of the private property building. That means he's the one spray painted it. The graffiti says "YCJA" so the young offender is emphasizing the fact that he is not in that much trouble.
